Standing along a South Dakota waterside bolstered with stones, Kevin Jens peered at the placid lake and reminisced about a roadway that led to a preferred location to fish and picnic nearby however now lies underwater after being eaten up by rising waters. "There's an island under there," the mayor of Waubay said, burglarizing an uncomfortable laugh and indicating a grove of dead trees jutting from the water about a mile away.
